(1) Parking violations may be corrected by the police by virtue of persuasion or reporting, or towing by the towing service provider contracted by Bureau of Transportation, Tainan City Government. In other words, the towing operation is simply one of the measures to enforce parking regulations, in order to manage parking order, enable parking lots to be occupied legally, and keep road driving successfully unhindered.

(2) When performing the towing operation, please identify the “time of towing, vehicle license plate number, towing unit (storage site), and address and telephone number of the storage site)” with chalk or crayon at the location where vehicles are parked against the rules.

(3) Responsibilities

Bureau of Transportation:

  1. To regulate the contractor pursuant to the contract and be responsible for managing performance of the contract (including the tow pound personnel’s service attitude), and work with police stations to inspect the towing service provider’s service quality (e.g. pre-check of the towing service, management of tow pound, execution of the towing service, and return of vehicles, etc.).
  2. Others: Return of vehicles parked at a public storage site, service of the notice for overdue claim and publication of auction, relocation and storage fees, and audit and verification of fines, processing of complaints (including interpretation of any questions about traffic tickets), construction and management of public storage site, installation, maintenance and management of towing service system, and audit of amendments to laws and regulations, etc.

Police station:

  • To be responsible for the action and enforcement of laws, and relocation of the vehicles parked against rules at the site, and policemen’s service attitude (the towing service shall be guided by the policemen at the site, and the relocation of vehicles refers a means to enforce laws).

Private towing service supplier:

  • To be responsible for providing the storage site, personnel, equipment and vehicle arrangement & management, collecting relocation and storage fees and fines, and performing the towing operation under direction of the policemen at the site.

(1) Service hours: The vehicles may be claimed by the owners 24-hours a day. Notwithstanding, no vehicles may be returned or no applicants may exit the site until the applicants pay the relocation and storage fees and present their ID certificates for inspection pursuant to the “Regulations Governing Relocation and Storage of Vehicles Against Rules by Private Tow Truck and Storage Site Service Providers Contracted by Tainan City Government and Audit of Service Quality Thereof”. The damage caused thereto due to operating negligence, if any, shall be borne by the providers. The providers shall indemnify the loss of relocation and storage fees caused therefor, if any, unconditionally.

(2) The vehicle owner shall present the vehicle license (or certificate of origin) and ID card (or driver’s license) when picking up the vehicle. An vehicle owner who fails to show a driver’s license, vehicle license or certificate of origin shall present his/her ID card for record, and also complete the written undertaking, receipt and release permit, and then may pick up the vehicle and leave the site.

(3) Where the vehicle at issue carries another vehicle’s license plate, the applicant shall hold the license plate, vehicle license, and vehicle license for car body (or title deed for the vehicle) with him/her, or both vehicle owners shall be present (with personal ID cards), or either is present and carries a power of attorney issued by the other party. Upon the on-duty staff’s check and dedicated personnel’s verification of the vehicle engine number or car body number, the applicant shall complete the written under taking and pay the relocation and storage fees separately, and then pick up the vehicle on the ground of the payment receipt and release permit.

(1) NT$900 per time, in the case of passenger vehicles

(2) NT$200 per time, in the case of motorcycles

The interval for relocation to the storage site for less than 12 hours shall be counted as a half of day. The fees shall be closed once per half day, provided that no storage fees shall be collected if the vehicle is picked up within 2 hours.

(1) NT$100 per vehicle for a half day, in the case of passenger vehicles.

(2) NT$25 per motorcycle for a half day, in the case of motorcycles.

(1) The traffic violation fine to be collected by the contracted tow pound is only applicable to vehicles that are parked against the rules and relocated. For any other traffic violations, please appear before the premises or pay the fine in the manner as referred to in the police authority’s violation report notice.

(2) Any person who violates Paragraph 1 of Article 56 of the Road Traffic Management and Penalty Act (the “Road Act”) shall be fined from NT$600 to NT$1,200. The vehicle owner may pay the fine identified in the violation report notice on the spot, or accept the notice and then pay or mail the fine separately.

(1) Where the vehicles stored pursuant to Paragraph 5 of Article 8 of the “Regulations Governing Relocation and Storage of Vehicles Against Rules by Private Tow Truck and Storage Site Service Providers Contracted by Tainan City Government and Audit of Service Quality Thereof” have not been claimed for more than 5 days, the vehicle owners will be notified to pick up the vehicles at the storage site. Where the vehicles are not claimed upon expiration of the specific time limit or it is impossible to verify the vehicle owners, the Bureau of Transportation of this Government will proceed to auction the vehicles upon expiration of the 3-month publication period, insofar as still no one is present to claim the vehicles. The proceeds from the auction shall be deposited pursuant to laws, less the payable fine, relocation fees, storage fees and any other necessary expenses.

(2) The vehicles that are not claimed upon the publication shall be scrapped according to the Waste Disposal Act and related laws and regulations if the same are identified as wasted vehicles. The vehicles or any other things to be confiscated pursuant to the Road Act shall be identified as waste goods upon awarding of decision or final ruling, and shall be scrapped according to the Waste Disposal Act and related laws and regulations.
